Founded on 23 February 1992 by Vidadi Ahmadov and billed as the first professional Azerbaijani club of the independence era. It won the championship in only its second season, 1993-94. Decline set in from 1997 and relegation followed in 2012-13 after twenty consecutive top-flight years; the club briefly played as "Turan-T", then disappeared from the league lists entirely.
The current legal entity was established on 1 August 2015 — a genuine gap and reconstitution. It won the First Division in 2016-17, received its Premier League licence on 25 May 2022, and has been in the top flight since. In 2024/25 it finished second; in 2025/26, third. A district of roughly 150,000 people is now consistently beating Baku-funded rivals.
One prior European entry, in 1994-95 as champions. Third place in 2025/26 earned a 2026/27 Conference League berth — but in early June 2026 UEFA excluded the club under Article 4.01(g), citing a December 2019 AFFA disciplinary ruling that handed lifetime bans to seven then-Turan Tovuz players in a 28-person match-fixing case. The club rejected the ruling and announced an appeal to the Court of Arbitration for Sport. Reporting on the final outcome remains contradictory.
Kurban Berdyev won two Russian titles with Rubin Kazan and beat Barcelona at the Camp Nou in 2009. Since June 2024 he has managed a provincial Azerbaijani club near the Georgian border — one of the more incongruous appointments in European football.
The 2019 match-fixing bans landed on a club with different owners and a completely different squad seven years later, costing a European place won on merit. It dominated Azerbaijani sports media through mid-2026.
The club effectively ceased to exist around 2014-15 and had to be re-established from scratch in 2015. Ten years later it finished second, then third, in the national championship.
